Electronic invoicing (facturation electronique) is the mandatory exchange of invoices in structured digital formats between businesses in France, replacing paper and simple PDF invoices.

What Is Electronic Invoicing?

Electronic invoicing, or facturation electronique, refers to the issuance, transmission, and reception of invoices in a structured digital format that allows for automated processing. In the French context, this goes far beyond simply sending a PDF by email. A true electronic invoice must contain structured data that machines can read and process, following recognized standards such as Factur-X, CII XML, or UBL.

France is implementing a comprehensive e-invoicing mandate as part of its 2026 reform, making structured electronic invoicing obligatory for all domestic B2B transactions. Accepted Formats

Three invoice formats are accepted:

  • Factur-X: Hybrid PDF/A-3 with embedded CII XML (the most versatile option).
  • CII XML: Pure structured XML following the Cross Industry Invoice standard.
  • UBL (Universal Business Language): Another structured XML standard widely used in Europe.

All three formats must conform to the EN 16931 European standard for their structured content.

Required Data

Every electronic invoice must include:

  • Seller and buyer identification (SIRET numbers, VAT IDs).
  • Invoice number, date, and payment terms.
  • Line items with descriptions, quantities, and prices.
  • VAT breakdown by rate.
  • Payment instructions.

The E-Invoicing Timeline

The rollout follows a phased approach:

  • September 2026: All businesses must accept electronic invoices. Large enterprises (ETI and grandes entreprises) must begin issuing them.
  • September 2027: Small and medium-sized businesses (PME and TPE) must also begin issuing electronic invoices.

Impact on SaaS and E-Commerce Businesses

For companies using platforms like Stripe or Shopify to manage their billing, the transition to electronic invoicing requires attention to several areas:

  • Invoice enrichment: Standard billing platform invoices often lack the French-specific fields required (SIRET, detailed VAT breakdown, legal mentions). These must be added before submission.
  • Format conversion: Invoices generated by billing platforms need to be converted into one of the three accepted formats.
  • Platform connectivity: Invoices must be routed through the PPF or a PDP, requiring API integration or an intermediary compliance service.
  • E-reporting: B2C and international transactions, while not subject to e-invoicing, still require periodic tax data reporting.
